Submitting BERS

When submitting a BER that involves a panel (or panels), supplying the SLF(s) (or SLX for V10) is now manditory. This takes some of the guess work out of our investigations.

Draping of Rasters in V8 C1g much slower

Fixed for V8C1h and above:

It looks like the default for the environment variable OPENGL_CACHE_4D was changed to 0 (ie when the variable is not present).

For now the work around is to turn it on explicitly. This has been fixed for C1h.
