IMHO, even if you don't add in the GRADE link and modify it, a triangulation of the two roads and the kerb returns (design strings and x-sections for all) will normally give you a tin that is pretty darn close to the desired finished surface.

Do any of the strings in your model have duplicate names? If so, when plotting the model of strings, the duplicates will be missing, and the plot of the string you think you have, may be for another string.

V12 can explode symbols, so if you create the shape as a symbol, you can apply it to all the pit centres, then explode the symbols and then drape them to your tin to assign the levels. (I imagine some of the symbols might need rotating, too.)

You can convert the Drainage strings to Super string conduits (one string per Drainage pipe) via the Drainage Plan Plot (which is more than just a plotter and typically works in 3-D). It has options for the levels of the Super conduits and their justifications.

There are a few ways to extend pipes to length. There is also Create Drainage Spaced Along String, where you can create a drainage string along a design string with pits at regular (or variable) spacing.
