Only hold Ctrl and pan once. Then pan with mmb. When you want to return to the previous command esc once.

Hold Down Control and pan with the middle mouse button once. Then you can pan to your hearts content.
If you keep hold of control while panning, however many pans you do that's how many times you'll need to escape.

I don't see the need in spending to much time on the Ln3 format when they can take DWG/DXF and we already have acad mapfiles to separate the data into layers by colour...etc

The Vis Library is a library of 3D objects that you can place into your data.
And as Ed mentioned they should work in SD calcs.
You can also create your own or import from other 3D modelling packages.
