For a few versions now, we only use Fixed links in the MTF. No Cut, Fill or Final links. The reason it probably wasn't working for you originally, is because you may have been using the template interfacing. This option was introduced in 15.0C1p.

Are you wanting to extend the pavement layer to the batter slope like in a rural section?

I think you will need to draw a construction string doing what you want.
Then do a leader for that string/segment.
