fillet problem

fillet problem
I wonder why I cant do the fillet command perfectly? i just want to create arc between two lines yet i cant do exactly what i want and even following the Survey manual.

ya, its one thing i cnt understand, "pick with direction"? the manual shows an arrow in some line i need to pick, dunno if it means i pick and accept in two different points according to direction of arrows? but still it cnt fillet two lines i want to insert an arc on..

if you search 12d Help for - “Picking Strings” you will find a pretty good explanation on that.
Basically, when typing the radius 12d needs to know where to place the arc centre point.
Pick string by sliding cursor over it in a direction.
Click and hold down left mouse button, move cursor over the string and release the button.
Pick both strings in the same direction or “flow direction” or “as you would drive around the corner”.
Type in the radius (positive if arc centre point is on RHS of the pick direction and negative if it is on LHS)
